The problem is classic: a meritocracy or technocratic elite maintains a “democracy of the poor” by keeping most Ukrainians financially constrained. People vote with money they barely have, while elites control resource flows. Projects that rely on local ecosystems risk dissolving into financial flows to comfort zones like Dubai, Antalya, or Cyprus, losing their local impact.
