Open letter to President of Ukraine

Valentina Ivanovna Prokopenko's open letter to the President of Ukraine

Volodymyr Oleksandrovich Zelensky,

lawyer Pavlo Borysovych Ryabikin

politicians, lawyers, responsible people

Dear our leaders, politicians, lawyers and people responsible for proper treatment of us, Ukrainians, as people.

I believe that it will be interesting for you to learn about such facts of human life in our region, and what is happening on the ground.

I am is Valentina Ivanivna Prokopenko, was born in 1957, have been living in the city Bucha since 1966, at Energetikiv Street, 4, flat 8, I am a widow, lost my daughter and take care of her minor son. On August 1 of this year, my son Evgen died while performing his military duty to Ukraine nea city Vovchans’k. His fool name is Evgeny Volodymyrovych Prokopenko.

Having lost my dear relatives, I live in difficult experiences and raise an orphaned grandson. Very difficult!

In September of this year, I faced a situation that I cannot cope with on my own, although I try to live with the memory in my heart and help others. The situation concerns garages that are compactly located not far from my apartment, one of which I own, using to store bulky and non-seasonal items that are difficult to store at home. Food stocks are also stored in the garage in the cellar.

As I have already mentioned, our garages are compactly located , they were built economically in the 60s of the last century in one of the microdistrict - "Masiv", an urban-type settlement, and now - the city Bucha, this small space does not bother anyone and, on the contrary, protects against noise and influences of the boiler room, which is located next to garages and cars. Underground communications are laid near the garages.

The local authorities, due to someone's negative will, began to liquidate solid, typical, brick garages of standard size, which could serve for several more centuries.

We tried in every possible way to understand the actions of the local authorities, to make them understand that the existence of such non-residential objects, the heritage of our parents, which were used by our family members, which we take care of, and clean the area around, is important for our needs. After all, it is part of our life.

We kindly ask you to intervene in this situation and, if possible, save those garages that have not yet been destroyed.

We did not find immediate judicial or prosecutorial protection for this type of property, because now it is necessary to secure the land plot through the cadastral authority, which is practically impossible financially for ordinary people.

We ask you to intervene for the sake of a humane relationship with us, with the situation that has developed and to reduce our expenses for overcoming the damage that we are now facing - for the courts, whose decisions are taken against us, for useless appeals to the Buchanan police (they wrote dozens of statements) and the prosecutor's office. Therefore, we are in a certain despondency during such a difficult time, we are sure that there is a solution that can reach a compromise, because the "communal property" of the Bucha’s mayor of this area is not objectified , there are many other areas at the disposal of the mayor, our garages and the plot is only "potential" or design. And we still haven't seen an important " cogeneration project", no work was done with people at all, no meeting with the mayor was held in an attempt to find an understanding, and the territory that has already been freed is sufficient for any equipment. The Heroiv Maidan neighborhood of the city of Bucha is adequately provided with warmth and energy by the efforts of many participants in caring for the residents.

But the lack of human dialogue can eliminate people's trust, we ask to send an authorized person to study the circumstances of the situation on the spot and make a balanced decision from the point of view of technical feasibility and humanity.

After all, in any legal process, in any situation of state creation, such landscape interests of citizens must be protected. Our parents who built garages are not trespassers! In Soviet times, all such structures were attached to the home address , there were electricity meters in our garages, these were modern at that time structures of a worthy citizen who had transport and a place to properly store it! And now we don't have to spoil the memory of our parents - this property has existed for more than 50 years and it is our historical and legal heritage! We ask you to understand this and behave appropriately with our conscious preserved heritage of our parents! After all, why is this all that we are doing now in this difficult historical time? This is how we understand the limit of our resistance, who has the right and to what extent within the limits of our property?!

We understand that now everyone is experiencing great difficulties and losses experienced by the people of Bucha , my family, now part of the territories is being destroyed by the aggressor, people are migrating and looking for shelter. But who needs such an "internal front" when we have to lose the possibilities of living space that are important to us due to someone's not very well thought out decision or commercial whim?

Thank you sincerely, with the hope of help and respect.

Prokopenko V.I. 28.11.2024. Signature.
