Constitution of the State of Ukraine
Preamble
We, the people of the State of Ukraine, conscious of our responsibilities to God, to each other, and to future generations, adopt this Constitution as the fundamental law of our state within the United States of America. Guided by the Ten Commandments and the principles of individual liberty, justice, and private property, we affirm our commitment to uphold the Constitution of the United States while preserving the unique cultural and moral heritage of Ukraine.
Chapter I: Foundational Principles
Article 1: Supremacy of Federal Law
The Constitution of the United States is the supreme law of the land and takes precedence over this Constitution.
This Constitution supplements federal law to govern the affairs of the State of Ukraine.
Article 2: Individual Rights and Responsibilities
All citizens of the State of Ukraine are also citizens of the United States, entitled to the rights and freedoms guaranteed by the U.S. Constitution.
Each citizen is responsible for contributing to the welfare of the community and upholding the moral principles of the Ten Commandments.
Article 3: Private Property
Private property is a cornerstone of individual liberty and is recognized as fundamental to the prosperity of the state.
The state shall protect property rights, allowing ownership through existence, creation, or transformation by individual initiative.
Chapter II: Structure of State Government
Article 4: Legislative Power
Legislative authority is vested in the State Assembly, composed of representatives elected by the citizens of the State of Ukraine.
The State Assembly may enact laws that do not conflict with federal law or the principles of this Constitution.
Article 5: Executive Power
The Governor of the State of Ukraine is the chief executive officer and is responsible for implementing state laws and policies.
The Governor is accountable to the people of the state and operates within the framework of the U.S. Constitution.
Article 6: Judicial Power
Judicial authority is exercised by the State Court of Ukraine and subordinate courts, which ensure the fair application of state laws.
State courts operate within the boundaries of federal and state constitutions, ensuring justice and adherence to moral principles.
Chapter III: Citizen Participation
Article 7: Civic Engagement
Citizens have the right and duty to participate in governance through elections, public service, and referenda.
State referenda may address matters of local significance, provided they align with federal law.
Article 8: Accountability of Officials
Public officials are servants of the people and must act transparently and ethically.
Corruption and abuse of power are serious offenses subject to strict penalties under state and federal law.
Chapter IV: Rights and Freedoms
Article 9: Freedom of Religion
The State of Ukraine respects the religious freedom guaranteed by the U.S. Constitution and supports the moral development of its citizens.
Article 10: Protection of Family
The family is the foundation of society and shall receive state support and protection.
Article 11: Equality Under the Law
All individuals are equal before the law, regardless of race, gender, or creed, in accordance with the U.S. Constitution.
Chapter V: Final Provisions
Article 12: Amendments
Amendments to this Constitution must be proposed by the State Assembly or through citizen initiatives and ratified by a majority vote in a state referendum.
Any amendment must respect the foundational principles of the U.S. Constitution and this document.
Article 13: Supremacy of Federal and State Constitutions
This Constitution is subordinate to the U.S. Constitution and operates in harmony with it.
Any state law or act contradicting the U.S. Constitution is null and void.
Article 14: Implementation
This Constitution takes effect upon approval by the citizens of the State of Ukraine and confirmation of compliance with federal law.
Transitional provisions will ensure a smooth integration within the federal framework.
Signed this day, by the collective will of the people of the State of Ukraine.
