GOVERNMENT PROPOSAL

Britivka Territorial Governance Pilot: Deployment of Mobile Governance Office
For Consideration by the Cabinet of Ministers of Ukraine


1. Purpose of Proposal

The Britivka Territorial Governance Pilot proposes the establishment of a Permanent Mobile Governance Office operating along the following corridor:

Bucha – Chișinău – Artsyz – Bilhorod-Dnistrovskyi – Britivka

The Mobile Office functions as a territorial governance instrument, directly managing pre-cleared, legally unencumbered public and infrastructure resources, ensuring rapid implementation of administrative decisions, and maintaining continuous oversight of key territorial assets.


2. Rationale

Experience demonstrates that traditional, stationary governance models:

  • delay implementation of critical infrastructure and social programs,

  • fail to bridge the gap between policy adoption and execution,

  • underrepresent territorial resource value in conventional metrics (e.g., GDP),

  • are unable to respond promptly to cross-border or multi-regional challenges.

The Mobile Governance Office converts territorial resources into actionable administrative capacity without creating new legal claims, relying exclusively on assets already cleared of legal disputes.


3. Operational Model

Mobile Governance Office Features:

  • Rotational presence across municipalities in the defined corridor.

  • Coordination of executive authorities, judicial enforcement, and local administrative units.

  • Advanced data collection, territorial monitoring, and reporting systems.

  • Integration with blockchain-based accounting for transparent resource allocation.

  • Specialized staff: retired administrators, veterans, women with professional experience in governance and community coordination.


4. Key Functions

  1. Implementation of pre-approved solutions: Deploy ready-to-use interventions for infrastructure, sanitation, public services, and resource management.

  2. Territorial Monitoring: Real-time verification of territorial sustainability using the Territorial Resource Index (TRI).

  3. Coordination Across Administrative Levels: Ensure smooth interaction between central ministries, regional authorities, and local offices.

  4. Public Reporting and Accountability: Maintain transparent records of resource use, program implementation, and policy execution outcomes.

  3. Authorize the use of legally cleared assets and pre-approved interventions along the designated corridor.

  4. Integrate the Mobile Office into national territorial governance, infrastructure planning, and emergency response frameworks.

Background

Following the economic collapse of the village of Britivka and the liquidation of its system-forming cooperative enterprise, no funds reached the local infrastructure.

Previous interventions were insufficient due to:

  • unfulfilled commitments of governors (e.g., Saakashvili, Hrynievetsky),

  • sworn promises from district heads, village leaders, and new administrative authorities,

  • chronic neglect of public investment in housing, sanitation, and social services.

The village currently faces degraded infrastructure, insufficient access to services, and environmental hazards, particularly along the R72–N33 transport corridor connecting Moldova and Romania, which experiences high transit activity.


Objective of the Mobile Governance Office

The Mobile Governance Office is designed to deliver an “All-Inclusive” territorial support effect, addressing:

  1. Food Security: ensure local access to sustainable, distributed food resources.

  2. Housing Support: coordinate use of cleared housing assets, temporary shelters, and maintenance programs.

  3. Recreational and Community Spaces: provide safe areas for public gatherings, environmental restoration, and recreational activity.

  4. Strategic Transport Integration: manage logistics and public safety along high-traffic transit routes (R72–N33) linking Moldova, Romania, and southern Ukraine.

The Office operates using legally cleared, ready-to-use assets, ensuring that interventions are immediately actionable without legal impediments.


Operational Approach

  • Territorial Immersion: Permanent rotational presence in the village and along the transit corridor to assess and address urgent needs.

  • All-Inclusive Infrastructure Management: integration of housing, food, water, sanitation, and recreational services into a single operational framework.

  • Resource Monitoring: real-time data collection on local needs and infrastructure conditions, feeding into a Territorial Resource Index.

  • Cross-Agency Coordination: link central ministries, judicial enforcement, and local authorities for coherent execution.
