Subject: Strategic Financing Request for Dual-Purpose Underground Railway and Utilities Infrastructure in Ukrainian Cities


Dear Sir/Madam,

On behalf of the Coordination Working Group for Strategic Urban Infrastructure in Ukraine, we respectfully submit this request for co-financing and expert partnership in a long-term project:
"Resilient Underground Rail & Communications Corridors for Ukrainian Urban Centers" — a critical development initiative aimed at simultaneously rebuilding urban logistics and expanding protective infrastructure for civil defense and emergency functionality.


⚙️ Project Vision & Scope

As part of Ukraine’s strategic modernization and defense-led urban renewal, we propose the construction of underground dual-purpose railway corridors based on standard gauge railway and metro platforms that serve:

  1. Urban transportation — modern, electrified light-rail connectivity within and between key cities.

  2. Emergency shelter — hardened infrastructure designed as rapid-access civilian shelters in wartime.

  3. Infrastructure channeling — hosting separate protected systems for:

    • wastewater & storm runoff (critical amid Dnipro basin disruptions),

    • communications and utility corridors (heat, water, power),

    • medical and logistics tunnels (for hospitals, emergency supply lines).

This is especially urgent along the Dnipro axis, where bifurcation between Right Bank and Left Bank cities (Kyiv, Dnipro, Zaporizhzhia) presents serious risks of asymmetric infrastructure collapse due to current hostilities and hydro-ecological damage.


🛡️ Expanded Safety & Data Integration Component

As part of the underground infrastructure, the project includes the integration of intelligent sensor arrays for radiation, air quality, gas leakage, vibration/seismic activity, and other invisible risk indicators.
We envision cross-European manufacturing partnerships for these systems, with assembly and technology collaboration with:

  • Poland, Germany, Czech Republic, and Slovakia, leveraging existing industrial clusters in IoT, defense-grade sensors, and environmental analytics.

These devices will be:

  • deployed throughout the underground corridors,

  • connected to secure data protocols,

  • continuously uploading to a central Ukrainian National Safety Server, co-located with critical infrastructure facilities,

  • open for integration with EU Civil Protection Mechanisms and early warning systems.

This networked data layer will enable:

  • real-time emergency alerts,

  • public health and environmental monitoring,

  • predictive modeling for crisis avoidance.


🛠️ Strategic Importance

  • Urban Resilience: Mitigates infrastructure failure during wartime or disasters.

  • Economic Multiplier: Creates tens of thousands of jobs, supports local industries (steel, prefabrication, transport engineering).

  • Environmental Reform: Establishes controlled stormwater channels to replace aged post-Soviet sewer networks that feed directly into the Dnipro and its tributaries.

  • EU Pre-Accession Alignment: Synchronizes with TEN-T transport standards and green corridor goals of European resilience architecture.


📊 Request for Support

We seek partnership and conditional grant or blended financing for:

  • Phase 1 (Pilot) – Feasibility + engineering design of 2–3 pilot segments (Kyiv Right Bank, Dnipro Central Basin, Kharkiv Subway expansion);

  • Phase 2 – Construction of ~15–30 km underground railway + sewer/service galleries;

  • Phase 3 – Deployment of DAO-based asset registry and smart-tendering for subcontractor inclusion (ensuring transparency and cross-border vendor integration).

Estimated Phase 1 Budget:

€12.5 million — including feasibility, geotechnical study, routing and legal alignment (Q1–Q4 2026)

  • Switzerland’s SECO and Swiss Humanitarian Aid hold top expertise in dual-use civil infrastructure and water management, including underground resilience planning.
